Appeal for Decongestion of Vehicular Traffic
Subject:-      (1).Request for decongestion of acute Vehicular Traffic on the road leading to Dwarka Sub-city via the flyover going towards the  Ring Road (Moti Bagh area) via Subrato Park / Vasant Enclave/ West End Road/ Roa Tula ram Marg / R .K.Puram, New Delhi Areas. and around Delhi Airport and
(2).Building / Constructing Two New Flyovers for Dwarka Sub-city residents-one passing near the New Delhi Domestic Airport and the other passing through Delhi Cantt area to ease the acute Traffic congestion on Dwarka Flyover and the road connecting Delhi Domestic Airport.


The Dwarka Sub`city in New Delhi near Delhi Airport is nearly 20 years old. The plots for building of Cooperative Housing Societies were allotted by the Delhi Development Authority to Cooperative Housing Societies nearly 25 years back. There are nearly 10 to 12 lakh people who are living in the Dwarka Sub`city`s Residential Cooperative Group Housing Apartments. These residents have been travelling daily to and from the Dwarka Sub-city to their work places /offices in the morning and back in the evening. They travel to Central Sectt / Connaught Place Area, South Delhi /New Delhi / Nehru Place via Domestic Airport / Subrato Park / Vasant Enclave / West End Colony/ Roa tula Ram Marg / R.K.Puram-Sector-8,9 and 12 upto the Moti Bagh Crossing  passing through the Ring Road and going towards New Delhi and South Delhi Areas / New Delhi area. The maximum of Vehicles on these Roads are travelling to the Domestic and International Airport coming from the whole of the NCR Region of Uttar Pradesh / Uttarakhand / Rajasthan and other adjoing states and in turn Choking these roads making Driving impossible for the residents of Dwarka Sub-City to travel and go towards South and New Delhi areas after spending long hours of haul on these roads. Due to this situation the Pollution levels have alarmingly increased during the whole day affecting the health of the people who drive through these roads.
The existing Fly-over passing near the New Delhi domestic Airport towards the Dwarka Sub-city is very small / Narrow each way having Two lanes on each side of the road and very congested during the whole day. It is just like a CHICKEN NECK with the merging traffic coming from the Palam Colony area. Thousands of Vehicles (Private and Taxis from the whole of NCR region, Trucks and Buses) pass through this flyover by travelling from Ring Road near Moti Bagh crossing to Delhi Airport and  Dwarka Sub-City. Further, in case of any breakdown of any car / DTC Buses/Trucks taking place during peak / normal hours, the flyover gets totally jammed affecting the travelers very badly. After long hours of wait the traffic gets started when the stranded vehicle is removed from the Flyover, nearly wasting many long hours / valueable time and  money and useful energy / Petrol resources of the citizens to reach their offices in time in the morning and their residences in the evening from and towards Dwarka Sub-city.Due to this situation the Pollution levels have alarmingly increased during the whole day affecting the health of the people who drive through these roads.
All the slogans of the Central Government for creating low levels of Pollution levels in Delhi and saving Petrol resources put up by the CPRA and PCRA respectively have totally failed and fallen flat.
 A journey of 15 minutes starting from Moti Bagh Crossing via RoaTula Ram Road upto the end of Flyover of Dwarka subcity has been taking more than 2 hours. A bad situation has been created for the people of Dwarka Sub-city who are travelling on their Motor Cycles /Cars / Buses. By the time the journey is completed they get fully exhausted in the morning,noon and evening time.
As the Flyover and the road passing near the Delhi Airport is in between Delhi Cantt and Airport, the Central Government should ask the Defence Ministry to release more land to build additional flyovers and adjoining roads/Under pass to ease the Traffic congestion in the area and allow free flow of traffic either way without any bottle necks being created for the residents of Dwarka Sub-city to come out of their homes. 
The existence of Domestic and International Airports near the Dwarka Sub-city  is also the main cause of Acute Traffic congestion in the area of Dwarka sub-city. Thousands of Taxis / Trucks come and leave both the Airports from all over the NCR region in thousands is a cause of concern. The Airport authority looking after the Airports should give a serious thought for the decongestion of Vehicular Traffic on a daily basis. This will definitely help the residents of Dwarka Sub-city while going out to their offices and coming back to their residences without wasting their valuable time in the process of travelling on a daily basis.
The M/s GMR Group has developed and operates India’s busiest Indira Gandhi International Airport in New Delhi .This Airport Project is based on the Public Private Partnership (PPP) model, which is based on a Design, Build, Finance, Operate and Transfer (DBFOT) basis. But the group has not developed proper approaching roads which leads to the Domestic and International Airports in Delhi. These two Airports are in the vicinity of Dwarka Sub-city and the Cantt. Area which is covering a big area near the Dwarka sub-city and the two Delhi Airports (Domestic and International). Now is the time the Central Government should take a big chunk of land from the Delhi Cantt Board to build additional roads in the area and try to Decongest the roads near the Dwarka sub-city / Delhi Airport upto the Moti Bagh crossing travelling via Subrato Park, Vasant Enclave / Roatula ram Marg/ Vasant Vihar. It appears neither the Central Government nor the GMR group has foreseen the chaotic scenes on the streets of the Dwarka Flyover connecting Dwarka Sub-city and other surrounding roads around the two Delhi Airports (Domestic and International). Thousands of Taxis / cars / Trucks / Buses coming from the whole of National Capital Region of Delhi pass through these roads daily creating chaotic scenes and congestion on these roads. The residents of Dwarka Sub-city are having a harrowing time on daily basis while driving on these roads during the whole day.
Now is the time for the Central Government to take a big chunk of land resources from the Delhi Cantt. Board through the Ministry of Defence (Central Government) for building wide roads around the area for the benefit of Dwarka Sub-city residents to travel in and out of Dwarka. A new Dwarka Sub-City Development Authority needs to be created by the Delhi Development with the help of the Govt. of NCT of Delhi and the Central Govt. (through the Ministry of Urban Development and the Ministry of Road Transport and Highways) for the proper development of Dwarka Sub-City and surrounding areas to ease congestion.
The Central Govt. and the State Government of NCT of Delhi needs to seriously look into the matter to ease the traffic situation of these roads starting from Ring Road (Moti Bagh Crossing) passing through Roa tula Ram Marg near Delhi Domestic Airport and going towards Dwarka Sub-city via a narrow flyover passing over Palam Colony and connected /entering into the Dwarka Subcity, New Delhi.
In view of the problems cited above, the Hon`ble Ministers of the Central Government including higher officials of the Ministry of Road Transport and Highways, Ministry of Civil Aviation, Urban Development Ministry and the State Government of NCT of Delhi are kindly requested to look into the matter seriously and take urgent steps to Decongest the Vehicular Traffic on the roads leading to Fly over of Dwarka Sub-city and take steps to build Two separate Flyovers, one from Dwarka Sub-city adjacent to the existing Flyover for decongesting the existing Flyover and Traffic on these adjoining roads and another passing through the Delhi Cantt. Area near the Airports (Domestic and International Airports ) travelling towards reaching the New Delhi Area / South Delhi areas, i.e. President House and other Centrally Located Government Buildings near North and South Block, ITO, Connaught Place Area and other Centrally located Office building in New Delhi Area / South Delhi Areas.
I hope the higher functionaries in the Central and State Governments will kindly  wake up to the reality of the situation and take urgent remedial measures to help the residents of Dwarka Sub-city in New Delhi in their traffic problems cited above. Now the Indian Central Government has in collaboration with the Japanes Govt. has plans to start Bullet Trains in india. In this modern era, decongesting of traffic on the Dwarka Flyover upto the Moti Bagh crossing via Rao tula ram Marg in New Delhi area should be done on priority basis.
I would  be very grateful the Central and State Govt`s take urgent action in the matter in resolving the problems cited above.
